Program Analyst (CeTARS)

Duties include but are not limited to:
Provide technical expertise to headquarters (HQ), regional and field staff needing assistance, and training in use of Family Readiness Program (FRP) management information systems to include providing technical support for web-based programs, system administration, resolving user problems and prioritizing and implementing user-suggested enhancements. The position provides centralized program management for compliance, training, and monitoring of Corporate Enterprise Training Activity Resource System (CeTARS) in support of FFSC programs. Conducts yearly audit of Course identifiers to ensure data is being recorded from all courses enterprise wide, and data processors have current accounts, and are logging in on a regular basis to prevent account deactivation. The position is responsible for providing program management responsibilities for development, testing, implementation, maintenance and evaluation of FFSP management information systems. Performs a wide range of program analysis to identify and rectify system issues. Develops standards, metrics and data collection processes. As required, conducts field assist visits to CNI activities. Prepares information and position papers, briefing statements and verbal reports to present to higher authority. Trains staff on the utilization of data collection software and case management systems used in support of the FRP. Serves as contract technical advisor in support of development and maintenance of FRP web based programs. Develops detailed and specialized charts, graphs, slides, and indices to be used for briefings, presentations, and publications. Provides analysis of data collection and management reports for the Navy FRP Headquarters and advises headquarters on methods to improve the management of the data and the data collection process. Provide program and technical customer support regarding installed operating systems, databases and information technology infrastructure to resolve the most complex customer problems concerning data entry, data extraction, and interaction/integration among system data fields. Submits proposals for changes for higher authority approval when necessary. Knowledge and project management experience regarding installed operating systems, databases and information technology infrastructure is preferred. Knowledge of program management, policy development, evaluative and analytical processes, and military FRP program implementation. Knowledge of DoD and Navy FRP laws, regulations and missions is preferred. Knowledge of qualitative and quantitative methods for assessing and improving program effectiveness is required. Ability to communicate effectively and to prepare and deliver recommendations at management briefings is required. Must be able to obtain and maintain a SECRET security clearance.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
